Can officials be paid per assignment rather than on a schedule?
Yes. The assignment is the obligation, so an official who worked three matches across two venues is paid for three assignments without anyone assembling a schedule first.
How do venues we do not control fit in?
They do not have to run anything. Assignments and crews are recorded centrally, so a site coordinator is not also operating a payout process.
